Concernant l'évaluation des compétences en AnglaisC. English Language Requirements. Early in the process of issuing a private pilot certificate based on a foreign-pilot license, an Examiner must determine whether the applicant can read, speak, write, and understand the English language. Advisory Circular (AC) 60-28, English Language Skill Standards Required by 14 CFR Parts 61, 63, and 65, explains how to determine English language abilities required for pilot certification. Et voici la
Advisory Circular (AD) 60-28. Voir en particulier Annexe A, paragraphe 2.3 (A.2.3). On voit que les critères sont quand même essentiellement laissés à l'appréciation de l'inspecteur, et donc dépendent de la personne sur laquelle on tombe.
Concernant l'ajout d'un IR à un certificat délivré conformément à FAR 61.75(b) With instrument privileges, provided the applicant has passed the IFP knowledge test and the applicant's foreign pilot license has the equivalent instrument [Aircraft] rating. Donc pas d'examen en vol pour l'obtention de l'IR basé sur une licence étrangère. Afin d'obtenir l'IR basé sur une licence étrangère, il faut présenter à l'inspecteur la licence étrangère comportant un IR conforme aux exigences OACI, ET le résultat de l'IFP
Order 8710.3E section 2.3:
(c) If the person is requesting an instrument rating, ensure that the applicant’s foreign-pilot license authorizes instrument privileges that are equivalent to the U.S. instrument rating. If the applicant needs to take the IFP knowledge test, refer the applicant to a computer testing center and explain that he or she will have to reapply for the instrument privileges once that test has been passed.
(d) Verify that the applicant has passed the IFP knowledge test.
L'IFP doit être passé dans un
centre d'examen agréé (je pense qu'il s'agit d'écoles Part 141 ou Part 142). Autrefois on obtenait la feuille de résultat immédiatement après le test. Aujourd'hui je ne sais pas comment cela se passe.
Il y a un autre moyen de rajouter un IR à un certificat 61.75 qui consiste à passer l'IR FAA (théorie + pratique + examen en vol) ce qui est ce que j'ai fait en 2001.
Concernant l'exercice des privilèges IR apposé sur un certificat délivré conformément à FAR 61.75Tout pilote exerçant les privilèges d'un certificat de pilote FAA (quelle que soit la base sur laquelle le certificat a été délivré) doit se conformer à
FAR 61.56(c) Except as provided in paragraphs (d), (e), and (g) of this section, no person may act as pilot in command of an aircraft unless, since the beginning of the 24th calendar month before the month in which that pilot acts as pilot in command, that person has -
(1) Accomplished a flight review given in an aircraft for which that pilot is rated by an authorized instructor and
(2) A logbook endorsed from an authorized instructor who gave the review certifying that the person has satisfactorily completed the review.C'est ce qu'on appelle le Flight Review (FR) mais que beaucoup appellent toujours le BFR (Biennial Flight Review) qui est plus parlant puisque cela indique bien qu'il faut le faire tous les deux ans. C'est l'équivalent de la prorogation sur expérience de la qualification de classe SEP en Europe, sauf qu'aux US c'est lié au certificat et non pas à la qualification de classe.
Et pour exercer les privilèges IR
FAR 61.57(c)Instrument experience. Except as provided in paragraph (e) of this section, a person may act as pilot in command under IFR or weather conditions less than the minimums prescribed for VFR only if:
(1)Use of an airplane, powered-lift, helicopter, or airship for maintaining instrument experience. Within the 6 calendar months preceding the month of the flight, that person performed and logged at least the following tasks and iterations in an airplane, powered-lift, helicopter, or airship, as appropriate, for the instrument rating privileges to be maintained in actual weather conditions, or under simulated conditions using a view-limiting device that involves having performed the following -
(i) Six instrument approaches.
(ii) Holding procedures and tasks.
(iii) Intercepting and tracking courses through the use of navigational electronic systems.Un pilote ayant un IR AESA peut exercer les privilèges de cet IR pour remplir les conditions de FAR 61.57 c)
Mais il y a aussi FAR 61.57 d) qui stipule
(d)Instrument proficiency check. Except as provided in paragraph (e) of this section, a person who has failed to meet the instrument experience requirements of paragraph (c) for more than six calendar months may reestablish instrument currency only by completing an instrument proficiency check.Donc pour amorcer la pompe, une fois l'IR FAA en poche il faut un IPC (Instrument Proficiency Check) qui peut être délivré par un CFII (Certified Flight Instructor Instrument). Il me semble qu'il y a une opinion du FAA Legal Counsel dans ce sens.
